This is a US Model 1858 "Jefferson Davis" hat badge used by the US Army from 1858 through 1872.  This hat badge was worn on the side of the Model 1858 Hardee hat worn by officer's.  The hat was named after William J Hardee, the same Hardee who wrote the Hardee's Tactics manual in 1855.  The badge is 2 1/4" tall and 1 13/16" at the widest point.  A spread winged eagle is depicted on a shield.  In it's beak is a banner with the motto "E PLUBURIS UNUM".  The eagle clutches a laurel branch in it's left talon and three arrows in the right talon.  The thin, sheet brass badge has a deep golden patina.  It is not a dug one, and it's been stored some place indoors for a long time. The top wire hook is still securely soldered on the back, while the lower remains just a stump. This will make a nice addition to your US military headgear collection.
